As you mentioned the type of COL Reminder notification is different from other notifications.
The main difference is that COL Reminder notifications are "sticky"/"non swipeable".
And this fact is why some external device don't show this type of notifications, also for example Wear OS Smartwatches.
For the Wear OS smartwatches I have created an Wear OS app you can install, but for other devices without Wear OS there is no way to enable this.
But you can contact the Manufacturer why such types of notifications are not showing and if there is any way to enable this.
